Dear Club Secretary

Thank you for your patience.

I am pleased to inform you that applications for East Berks Youth Football League for Season 2008-2009 are now open.

Please go to the new website http://www.ebyfl.co.uk and follow the links to obtain a user name and password.

Once you have obtained your user name and password you will be able to enter all your club and team details on-line.

The deadline for completing the club and team details and sending in the Club Agreement Form 2008-2009 with payment is 31 May 2008.

If you require any help with the website or any advice with your application then please contact me between 6pm and 10pm weekdays.

Club Secretaries must also complete a 2008/9 Summary Team Application Spreadsheet and send with Registration fees to the League Chairman.

The EBYFL AGM is on Thursday 12 June 2008, 8pm and Blue Mountain.

If you are no longer the Secretary of your Football Club then please forward this email to the appropriate person.

East Berks Youth Football League (EBYFL) Application Information for the 2008-2009 season will be available on the www.eastberksfa.com website before 1 May and this season we shall provide a website so that Club Secretary's can complete the forms on-line. As a result of the new arrangements the deadline for teams applying to EBYFL has been extended to 31 May 2008 which will greatly assist Clubs at this busy time of the season and is in line with other leagues.
 
It is however very important that clubs and teams do submit their entry before the deadline of 31 May 2008 as any applications received after that date will only be accepted if there is room in the age group concerned.
 
The league format for next season will be
U7 to U11 boys and girls playing 7-a-side on Saturday mornings
U12 to U15 boys playing 11-a-side on Saturday mornings
U16 to U17 boys playing 11-a-side on Saturdays
U10 to U12 girls playing 7-a-side on Sundays
 
The deadline extension will also give a little more time to any clubs who need to make progress with their FA Charter Standard application. Any existing member clubs who do not yet have FA Charter Standard must provide evidence that they are progressing with their application and their acceptance for next season could be the subject of a vote at the AGM. New clubs seeking to join the league can be granted time to obtain FA Charter Standard but this is at the discretion of the Management Committee and may not always be granted.
 
Congratulations and well done to all those Clubs who achieved FA Charter Standard during the season.
 
Please note that the EBYFL AGM will be held on Thursday 12 June 2008, 8pm at Blue Mountain Golf & Conference Centre. Wood Lane, Binfield, Berkshire, RG42 4EX. All clubs must be represented at the AGM and all club officials, managers and coaches are invited to attend.

We are inform member Clubs of the cancellation of the EBYFL End of Season Tournament 17/18 May 2008 .

This season we have received fewer applications than usual causing some tournament age groups to not be viable. Our preparations were delayed due to doubt over the venue (although I must stress that RCBSSC are not at fault in any way). The End of Season Tournament requires a huge effort on the part of the Management committee who are volunteers who are also involved with their own Club's activities. Previous seasons have had their ups and downs but the weather is rarely kind to us. There are now so many tournaments that teams have a huge choice of which to attend and it may not be appropriate for the league to impact on clubs fund raising activities.

Rest assured that no cheques have been banked and all cheques will be returned to the respective clubs at the AGM on 12 June 2008.

Please can you ensure that your managers/coaches are aware of the situation.

2008/9 Girls Only Football Age Groups in EBYFL.
 
After the success of the U10 Girls in the 2007/8 season, EBYFL hope to be able to offer Girls only 7-a-side football on a Sunday at U10, U11 and U12 in the 2008/9 season, subject to sufficient applications.

2007/2008 End of Season Tournament

Under 7s, 8s, 9s, 10s and U10gs

Entry to the Tournament is Free* for teams entered at the relevant age groups in the East Berks Youth Football League and will be held at Berkshire County Sports, Sonning Lane, Reading, Berkshire RG4 6ST.

In order to reduce traffic congestion at Berkshire County Sports and help fund the organisation of car parking, the Management Committee has decided that programme will be sold directly to teams on application to enter the Tournament. Each team will be charged £22 for a pack of 10 programmes, non-refundable, which should be collected on registration of the Team on Tournament day.

The dates are as follows

Saturday 17th May 2007            Under 8s Teams                                                  9am to 1pm

Saturday 17th May 2007            Under 10s Teams                                               2pm to 7pm

Sunday 18th May 2007              Under 7s Teams & U10g Teams                     9am to 1pm

Sunday 18th May 2007              Under 9s Teams                                                  2pm to 7pm

If you wish to enter your team/s can you please fill out the attached application form (1 per team) and return it to the address at the top of the page by 31st March 2008.

Under the Rules of East Berks Youth Football League, Teams are expected to participate in the End of Season Tournament, remembering that teams entering and then with drawing within 14 days up to and including the date of the Tournament may be subject to a fine not exceeding £50.00.

Each team will consist of a maximum of 12 players of which 7 players plus three substitutes must be named for each game. All participating U7 to U9 players will receive a memento from the League for taking part in the tournament. U9, U10g and U10 winners will be presented a Trophy or Shield and individual trophies for the Winners and Runners-up.

Once we have finalised the entries details will be forwarded to the EBYFL team contact e-mail address and also posted on the East Berks web site.

EBYFL Matches Called Off Due To Weather

If a match is called off and no other pitch is available then teams must inform opposition, referee and divisional secretary as soon as possible.

If a match is called off then the away team can provide their own home pitch or other venue. The home team must accept the change if the new kick-off time can be arranged for within 1 hour of the original kick-off. Inform the divisional secretary.

If a match is postponed but the allocated pitch is used by another team on the same day then an explanation of the circumstances must be provided to the divisional secretary.

The Referee has the final decision for the suitability of the pitch at the time of kick-off.

Cup and plate matches have priority over all other league and friendly matches. If a cup or plate match is moved to another pitch at short notice then the kick-off times of any league fixtures allocated to that pitch can be moved by up to 1 hour or the league fixtures shall be postponed in accordance with these guidelines.

Teams shall agree the date of the rearranged fixture which shall be notified to the divisional secretary within 3 days otherwise the divisional secretary will rearrange for the fixture to be played on the next available fixture date for both teams which could be the following Saturday.

More detailed guidelines for each of the points above are available on the league website www.eastberksfa.com and in the league Rules. Please use common sense and ensure fixtures are played as soon as possible.

EBYFL Guidelines For Matches Postponed Due To Weather

Protect Pitches From Damage

Clubs shall take all reasonable precautions to keep their grounds in a playable condition for the remainder of the season and the wellbeing of the pitch is more important than a single match so don't play if the pitch will be damaged. Teams are advised not to practice or warm up on the pitch or in the goal mouths.

Inform Opposition etc

If a match is postponed because of the condition of the pitch or to protect the pitch from damage then the opposition, referee and divisional secretary shall be informed as soon as possible. Some schools and local authorities will close their pitches with several days notice and teams must be aware of this so that they can inform the opposition and possibly have time to arrange an alternative venue. You must also ensure that the communication is received and acknowledged by the other party.

Change The Venue

Fixtures are normally arranged on the Sunday evening for the following weekend. If the pitch becomes unavailable then the home team can rearrange the fixture and the away team must accept if the kick-off time is within 1 hour of the original kick-off time. If a home pitch is not available then the away team can arrange to play on their home pitch or at an alternative venue. The original home team must accept the change if the new kick-off time is within 1 hour of the original scheduled kick-off time. The home team must pay any reasonable pitch costs which must be backed up by an itemised bill or receipt from the appropriate school or local authority. If the alternative pitch is available to the away team at no extra charge and there are no material expenses then no charge shall be made. If the originally agreed Referee is not available then the two teams shall agree a replacement according to the league policy for appointment of Referees.

Pitch Used By Another Team

If a match is postponed because of the poor condition of the pitch or to protect the pitch from damage but the pitch is to be used for other matches on the same day by any other team or club or is actually used for other matches on the same day by any other team or club then a written explanation of the circumstances must be sent to the divisional secretary.

Referees Decision

If there is any doubt about the suitability of a pitch at the time of kick-off then the final decision rests with the Referee. The Referee can take advice from both teams and can decide to accept a best of 3 decision involving the home and away teams €and the Referee himself.

Kick-off Times

For Saturday matches the kick-off times are between 9am and 12pm (U7 to U11), 9am and 1pm (U12 to u15) and 9am to 3pm (U16 to U18). Teams may agree to kick-off before 9am (as has happened in the past). The home team shall notify the away team of the fixture details on the Sunday evening before 9pm and the away team must accept the arrangements.
